Percentage and the absolute number, together

"Exceeded quota" is meaningless without the quota. 130% of a $200K target and 105% of a $2M target are different jobs, and a sales manager reading your resume is trying to work out which one you have done.

Give attainment as a percentage, the quota in currency, and the ranking if you have it. Add the segment, average deal size and cycle length — those three decide whether your experience transfers to their motion at all.

Account for the year you missed

Three perfect years in a row invites scepticism, because almost nobody has them. Listing a 104% year alongside a 131% one reads as honest and makes both more believable.

If you genuinely missed, one clause is enough — a territory change, a product gap, a segment that got reassigned. What a sales manager is testing is whether you can talk about a miss without deflecting, and starting that conversation on the resume works in your favour.
